It is understood that Mr. Maze proceeded to Hongkong on

the 21st October for a final discussion with the Governor.

It would probably facilitate matters if the formal alterations

which are considered to be necessary were communicated to the

Governor before Mr. Maze departs from the Colony so that they

may be embodied in the final text which Mr. Maze will take

back with him to Nanking for submission to the Chinese

Government. I am therefore to suggest for Lord Passfield's

consideration that the accompanying memorandum might be

telegraphed immediately to the Governor with instructions to

make the necessary amendments in the draft before finally

agreeing on the text with Mr. Maze.

A copy of this letter together with a copy of Foreign

Office letter under reference and a spare copy of the printed

draft of September 26th, 1930, is being sent to the Board of

Trade.
