transported to China until a Transportation Fass in the
prescribed form, issued by the proper authority in the Bal Department and countersigned by the Commissioner of
Customs, has been obtained by the merchant.
(f) Every licensee of a licensed warehouse for alt
shall keep such books as may be prescribed, showing imports, exports, and local sales. The books shall at
all times be open to inspection by the Hong Kong
Government.
(g) Every mufacturer of a lt in the New Territories, shell deposit the salt manufactured by him
in a licensed warehouse, and the licensee of such ware-
house shall keep a rester in prescribed form showing
the amount made anu sold. Buch register shall be at
all times open to inspection by the Hong Kong Government.
(h) No retail dealer in the New Territories shall
keep salt on hi spremises in excess of a prescribed
amount without speciel licence.
(i) As the provisions of this Article are designed
to safeguard the salt revenue of the Chinese Government, that Government aprees to permit the duty on salt trans- ported from Hong Kong to China under the above regula- tions to be collected by the Chinese Maritime Customs office in Hong Kong, and to allow to continue without restriction consignments of salt to Kuangtung through the waters of the Colony from the salt works on the
Kuangtung and Fukien littoral.
ARTICLE III.
No person in Hong Kong shall have dynamite or other explosives or sulphur or saltpetre in his possessio
except as provided by law and no person shell store such
