My Lord,

I have the honour to refer to Your

Lordship's confidential telegram of the 31st of

October, 1930, and previous correspondence

relating to the proposed Customs Agreement.

2. Subsequent to the despatch of my

telegram of the 11th October, I received from

Mr. Maze a further revised draft, containing

certain amendments proposed by the Minister of

Finance and the Director General of Customs.

In accordance with instructions received from

the former, ir. Maze came to Hong Kong to discuss

the draft with me. His Majesty's Minister made

no criticism of this draft.

3.

Apart from one or two points, I saw no

objection to the suggested amendments, and was

prepared to accept them, subject to those points being settled. They were :-

(a) the proposed deletion of the preamble on

the ground that it tended to give the

agreement the status of a treaty, to which
