The Secretary of State is greatly relieved to
learn that there is a prospect of agreement with the
Chinese Government on the lines described in the telegram
from the Governor of Hongkong enclosed in your letter.
If, however, an agreement on these lines is not reached,
he still feels, notwithstanding Sir Miles Lampson's
opinion, serious misgivings, on grounds both of the
immediate and of the ultimate interests of Hongkong, as
to the wisdom of refusing to conclude an agreement on the
lines previously suggested by the Chinese Government.
