"duty originally paid by them upon importation into China."
Lastly, the Minister's draft stipulates that the term "treaty
port" is to include "the existing treaty ports and self-opened
"ports, and any place in China now or hereafter appointed as a
"place of entry for foreign goods."
ARTICLE X of the printed draft has been made Article 11 of the
Minister's draft, while Article X of the Minister's draft con-
fers upon Hongkong the privileged duty treatment of foreign-
style factories on Chinese soil.
ARTICLE XI. (Section (a) of the printed draft is altered to
read in the Minister's draft:- "The Chinese Maritime Customs
"will endeavour to prevent the illicit entry into the Colony
"from China of opium, compounds of opium, extracts of opium
"and other dangerous drugs, and of intoxicating liquors and
"tobacco, and of any other article which on importation into
"the Colony is subject to restriction or liable to import duty,
"and will co-operate with the Hong Kong Government in controlling
"the traffic in these articles by sea, land and air."
In section (b) the words "will continue to take active steps to
"prevent" of the printed draft are altered into "will endeavour
"to prevent" of the Minister's draft.
ARTICLES XII AND XIII unchanged.
ARTICLE XIV. The words "at less favourable rate" of the printed
draft are altered into "less favourable to the payer" of the
Minister's draft.
ARTICLES XV, XVI and XVII UNCHANGED.
ARTICLE XVIII. The words "goods, livestock or vessels seized"
of the printed draft become the one word "seizures" of the
Minister's draft.
ARTICLE XX. The printed draft requires that the salaries of
the revenue officers engaged for whole time duty with the
