In reply to your letter of the 23rd July, the question of smuggling into China through Hong Kong has for some time past been engaging the attention of
the Departments concerned.

having temporarily broken down, the Government of
Hong Kong is understood to be exploring the possibility of working out some scheme of co-operation with the Chinese Authorities in the prevention of smuggling from Hong Kong into China, and we can only hope that such a soheme may be successfully devised.
I am bringing your letter to the notice of the
other Departments concerned.
