Sir E.Vansittart concurs, to write privately to Sir William
Peel to let him know that his attitude is one which meets
with approval. The negotiations
that is to say should
be confined to a purely Customs agreement, designed for the
better protection of each other's revenue, and extraneous
political considerations (including an extraneous quid pro
quo on our side) should be excluded from the discussions.
