Minister has transmitted to us the following teleg-
ram dated the 30th from the Kwangtung #rovincial Government 1–
"At the 91st meeting of the Frovincial Government
the Committee Tang/Chairman of the Chung-chan Political Inst-
ruction Committee attended and made a statement as follows 1-
"Hongkong is a free port contiguous to the prov-
:-
ince of Kwangtung and it is very easy for smuggled
goods to enter China and evade duty, as a result the
Chinese Karitime Customs loses annually millions of
taels in revenues. Inspector Gener 1 Hart some 30
years ago proposed to the British Minister to China
that China should set up several a dditional Custom
stations in Hongkong and the Kowloon Extension area
while retaining her original stations, but the Hongkong
Government refused permission. Since the new tariff
was introduced last year the losses suffered by the
Chinese Maritime Customs have increased immensely and
now Inspector Gener 1 Kase has ugain received inst-
ructions to go to Hongkong and discuss the re-estab-
lishment of the customs tations at Kowloon but the
Hongkong Government has made a number of objectionable
proposals to the effect that the Chinese Government
must agree to permit Hongkong vessels to sail direct
from Hongkong into inland waters as a quid pro quo
failing which she will again refuse. These proposals
