I enclose for your information a copy of

despatch which I have received from the Kuan-wu Shu,

relating to the proposed Hongkong Agreement, etc.,

directing me, in certain eventualities, to draw up and

submit a local Preventive scheme for the approval of

the ghu. The Kowloon Commissioner has been instructed

accordingly, and has been informed that if we are thus

compelled to enforce stricter Preventive measures on the

Kowloon Frontier and in the Canton Estuary, etc., the

plan adopted will include our comple withdrawki i rom

British to Chinese territory.

In the meantime, I have author Ësed Kr. Osbonne

to continue his informal conversations with Mr. Lloyd.
