desirable to conclude the proposed agreement were
set out in Foreign Office letter F 45/37/10 of the
18th January and in Foreign Office telegram to Sir
Miles Lampson of August 21st copy of which was com-
municated to the Colonial Office in Foreign Office
letter F 4239/37/10 of August 23rd. The Foreign Office
have all along realised how ever that a policy based
on the long view cannot be carried into successful
execution against the wishes of the local government
and community. They therefore concurred in the
proposal that an alternative solution, dealing solely
with smuggling, should be sought along the lines now
under consideration. (See Foreign Office letter
F 2943/37/10 of June 12th). The hope however is
cherished that, if such a solution is found, closer
contact with the Chinese Customs and a friendlier
atmosphere may lead to greater mutual confidence and
pave the way for the adoption of the wider policy
which the Foreign Office still have in view.
