Dear Sir Hiles,
Some time back I advised you that the administration
of the Wuhu Native Customs (which had been removed from our
control in 1937) had been restored to the Maritime Customs; and
furthermore, that the Nanking Government had decided to place
the management of certain extra 50-11 Native Customs establishment:
in my hands. It occurs to me that a list of the various
Custome stations concerned might be of interest to the Legation, and this premised, I enclose a Circular on the subject (No. 4069)
for record.
I may also mention that the Minister of Finance has
considered favourably the recommendation that the Maritime
Customs ought to be associated with the Native Customs Offices
at a few non-opened ports between Swatow and Foochow. In order
to enable us to deal more effectively with organised smuggling in
the neighbourhood, I accordingly deputed Mr. Hayley Bell to
investigate conditions in the districts concerned, and at my
suggestion, delegates from Canton and Foochow accompanied him.
The outbreak of hostilities in the North has upset matters, but
Mr. Bell, nevertheless, accomplished a great deal of useful work
and has paved the way for further activities in this connexion.
I enclose a report of his journey for your information. (8, Circular No.67).
It is clear that the scope of this new movement has a
wider significance than the mere curtailment of smuggling along
the South East Coast-line, for if we succeed in gaining a
footing in the ports concerned, new trade routes for foreign
