Letter from Mr. of the 17th of February last, I forwarded correspondence with Maze, 2/6/30 (with
the Inspector General of Customs, on the subject of the
extension of control of the Maritime Customs service over
certain of the extra 50 11 Native Customs establishments.
have now received from Mr. Maze the further letter of June 2nd,
copy of which I have the honour to enclose herewith, giving a
list of the extra 50 11 Native Customs stations under Maritime Customs control, together with a report by Mr. Hayley Bell, Commissioner of Custons, on the journey he undertook along the
south east littoral between Swatow and Foochow, with the
object of investigating the reported increase of smuggling, chiefly between Formosa and the mainland, and of suggesting
measures for the association of the Maritime with the Native
Customs in the control of the Native Customs establishments
at certain non-open ports. A copy of my reply to Mr. Maze
is also attached.
2. Mr. Bell's report is of considerable interest as
shewing the nature and extent of the smuggling carried on along this rugged and much-indented coast, and the character
of the Native Customs organization whose function it is to
deal with it.
3. The logical outcome of the process suggested in Mr. Maze's letter and in Mr. Bell's report is that the Native
