the Government of Hong Kong in the terms agreed at an

interdepartmental Conference held at this office on

the 20th February.

3. with reference to paragraph 12 of your

letter of the 18th January, it will be observed from

the enclosed telegram that the hong Kong Government

raise no objection to the communication of the new

draft Agreement and of Sir C.Clementi's covaring

despatch of the 20th hov aber to the China Association.

Lord Fassfield would agree to this being done, on the

understanding that the confidautiul nature of the

correspondence is made clear. In the circumstances

it is assumed that hr. Hendersonwill not wish to

address to Sir M. Lampson a telegram in the terms

of the draft which formed enclosure 5 in your letter.

of the instructions sent to the Officer Administering

the Government of Hong Kong and asked to take any

opportunity of discussing the matter with Mr. Maze.
