While this latter provision may appear prima facie

more liberal than the earlier one, the Board fear that in

practice it might lead to friction and trouble, owing to

the possible difficulty of ascertaining whether in fact

goods were in their original packages, a matter in which the

Chinese Customs would presumably require to satisfy them-

selves. They would suggest, for the consideration of Lord

Passfield, that this aspect of the matter should be brought

to the notice of the Government of Hong Kong with a view to

their considering whether a provision on the lines originally

proposed would in the long run be more satisfactory.
