My despatch No. 89 (of January 21st in

F45/37/10; Hongkong Customs Agreement).

Colonial Office are now instructing

Acting Governor to communicate to Mr. Maze for

his comments latest draft of agreement enclo sed

in Governor's despatch of 20th November. In

view of the fact that exception may be taken to

parts of the draft in its present form and that

it may eventually be found impossible to main-

tain certain of Hongkong's proposals acting

Governor is instructed to couch his letter to

Mr. Maze in most non-committal terms stating

that articles 5 and 10 are under consideration

by His Majesty's Covernment and that final

decision will be delayed until new Governor

has reached Colony and been able to report.

It is also pointed out that mention of bonded

warehouses is omitted from new draft and that

Board of Trade consider existence of these
