You are aware that during July a Conference was held in London between officials of his kajesty's Government and of the Goverment of the United States of America, to discuss questions arising out of the illicit importation into the United States of alcoholic liquors. The recommendations made by the Conference have been acce ted without qualification by His Vajesty's Covernment and I now have the honour to address you in regard to the action which it will fall to your Goverment to undertake in order to carry
out the several decisions reached.
2. A copy of the Joint Report submitted by the
Conference is enclosed. You will observe that
publicity has been given to the introductory paragraphs in the reply returned to a question in the house of Commons by the Under Secretary of State for Foreign Affairs of which a copy was enclosed in my third
personal note of the 11th August. The remainder of the Report, embodying the practical suggestions made by the Conference, will continue to be treated for the present as highly confidential; and I would impress upon you the importance of maintaining the utmost secrecy in regard to the proposals contemplated in
this document.
