valence of smuggling see his telegram to
Colonial Office of 14th April.
Important
question appears to me and to Colonial
Office to be whether Chinese Maritime
Customs consider smuggling to be on a suf-
ficient scale to warrant organisation of
measures against Hong Kong traffic in order
to protect revenue. If they do it would
seem from earlier experience of Customs
"blockade" of Hong Kong that Colonial Govern-
ment would find it worth while to come to
an
