With reference to your letter of the
5th of April (F 1754/37/10) regarding the proposed
Agreement relating to the Government of hong kong
and the Chinese aritime Customs Administration
I am directed by Lord Passfield to transmit to you
to be laid before Dr. Secretary lienderson a
Fr.0.A.G. - 14.4.50 paraphrase copy of a telegram from the Officer
Dt.Tel to do.
Administering the Government of the Colony which
Lord Passfield has ascertained to have been
repeated to Sir E.Lampson.

In the circumstances Lord Passfield
desires me to suggest that a telegram on the lines
of the enclosed draft should be sent to lis ́ajesty's
Minister in substitution for the draft enclosed
in your letter under reference. If r.Henderson
agrees to this course Lord Passfield desires to
