joth April, No.7.2334/37/10, reg rding the
proposed Customs Agreement with China relative
to Hong Kong, I am directed by Lord Passfield to
trans.uit to you, to be laid before the Secretary
of State for Foreign Affairs, a copy of the
paraphrase of a tel gram from the Officer
Administering the Government of Hong Kong on
this subject.

Lord assfield concurs in the view of the
Officer Administering the Government that the
proposed negotiations should take place at Hone
Kong, and not at Shanghai.
5. A copy of this letter is being sent to
the Board of Trade.
