Maze has now written stating that he regrets that as regards essentials he finds amended draft unacceptable. He adds "I am anxious however to continue negotiations with Hongkong authorities on the basis of judgment of 1929 draft with Article 5 entirely deleted; or to discuss any other formula for co-operation which Hongkong may present provided such formula affords China's revenue such protection as she deems essential; that China be not called upon to grant to Hongkong privileges denied to others; and that provision be made for maritime customs to participate actively in routine work necessary for control etc. of cargo and in such preventative measures in Hongkong and waterways thereof as may be
proposed.
