I read statement at time of issue but
we are used to this sort of thing and I would most
strongly deprecate taking it too seriously. In my
view it would be a mistake to issue counter-statement
on lines proposed as liable mercly to stir up ill
feeling on question and do more harm than good. I
advise that the case be proforably ignored or if you
feel you cannot do this countered by a brief statement
that facts are not correctly represented and that
Hongkong Government stand ready to re-open negotiations
with a view to finding some colution more acceptable
to both sides. I repeat however that my advice is
to ignore matter which so far as I know has excited
little or no comment.
