I don't think it an exaggeration to say that Hong

Kong's continuance as a valuable part of the British Empire depends upon a complete understanding with the Chinese Government on commercial matters. If this is attained, the Colony will remain the principal port of South China and in consequence a centre of British influence and a valuable

example of British municipal administration.

If the Hong

Kong Government falls out with the Government of China, its commercial interests will rapidly decay, and it will become

little more than a fortress.

You will no doubt forgive my writing thus frankly, but it is evidently urgent that the principle of giving all help to the Chinese Customs should be accepted by the Government

of Hong Kong.
