in the margin of the typed copy of your minute
reference Mr. Hobhouse's letter attached.
I dictated the attached as a rough
draft of a letter in reply, but it has come out
as a full-fledged letter. Please treat it as a draft,
however, and alter it as you think fit.
We can then have it retyped for submission to the
Secretary of State at the beginning of next week
when he returns to the Office.
