The enclosed report by the Attorney
General explains the objects and reasons of the
Ordinance.

The Directors of the Tung Wah Hospital
and other representatives of the Chinese Community
have been fully consulted in all the details in the framing of the Ordinance, and have expressed their
agreement with its terms.
