With reference to your letter (72711/1930)

of 1st February transmitting a copy of a despatch from

(1) the Governor of Hong Kong on the subject of public utility

undertakings in the Colony, I am directed by the Minister of Transport to state, for the information of the Secretary of State, that, in conjunction with the President of the Board of Trade and the Minister, the Chancellor of the Exchequer is drawing the attention of the Cabinet to the question of American investment in British undertakings generally, and that a memorandum is being circulated.

I am to add that Mr. Morrison has no further observations to make for the time being, but would suggest for the consideration of Lord Passfield that the Board of Trade and the Treasury might be consulted on the subject, if this has not already been done.
