Request authority to sell by private treaty at 81 cents 75 per square foot considered reasonable appraised value of an area of about 160,500 square feet in Kowloon to China Light and Power Company which supplies electric light and power in Kowloon. This Company in accordance with Government policy is changing frequency and extending service to new territoryCS necessitating extension to plant for which area now requested is essential being adjacent to existing plant. Conditions of sale include use of land for development of electricity supply only. As Company is almost compelled to buy public auction might lead to exorbitant price through rival bids.
