undertakings; but it accurs to me that
no Emergency Regulations Ordinance can
be a perfect safeguard against the
damage which disloyal management might
cause, as the damage might be done
before the Government appreciated the
situation and had time to put its powers
into effect. In the special case of
Hong Kong there is the possibility,
which however I admit is somewhat
remote, that a foreign manager and a
foreign technical staff might embarrass
the Government by their attitude in
the event of a political strike or
boycott, without committing any
definite or overt act that would
justify their removal under the Government's
emergency powers. Further, although the
Government may have power to remove a
manager, this power is useless unless
there is a competent and reliable
expert to succeed im.
