June on the subject of the control
of public utility companies in
Hong Kong.

It is in my view only
when questions of defence or
public safety are concerned trat
it is normally advisable to
provide for Britisa control of
such companies. I observe that
you are advised that the
Colonial Government has ample
powers under the Emergency
Regulations Ordinance No.5 of
1922, for the control in times
of emergency of public utility
undertakings;
