The agreements of the Company with the Govern-
ment for public lighting and supply do not
appear to afford proper opportunity for imposing
any stipulations as to the personnel of the
Directorate. If such a restriction were to
involve a change in the Directorate, one might
agree, but as it is understood that the Company
is in fact not yet under foreign control, I
should have thought that it was a fair quid pro
quo to have been demanded by the Government. I
suggest therefore that we should write to the
Governor in a secret despatch in the sense of
paragraphs 2, 3 and 4 of Sir John Campbell's
minute of the 11th March and, as regards the
Governor's reply to our telegram about the China
Light and Power Company, say that while the
Secretary of State appreciates the view expressed
in paragraph 3 of No.14 in this file, he would
have considered that the fairly important
concession made to the Company at the expense
of the public funds of the Colony was sufficient
to justify a demand that in return the Company
should pledge itself to remain under British
control.
