I understand from the Secretary of State for the Colon-
ies that you will have received from the Foreign Office instruc-
tions to take any opportunity which may occur of representing to
the Chinese Authorities the interest of this Government in the
rehabilitation of the Chinese Section of the Canton-Kowloon Rail-
way. I, therefore, have the honour to forward the enclosed copy
of a document entitled "Rehabilitation of the Canton-Kowloon
Railway", received by me on the 7th instant from Mr. J.K. Choy,
of the Chinese Ministry of Railways.

In the opinion of this Government the most urgent and
important requirements for the rehabilitation of the Chinese Seo-
tion of this railway are 1-
3.
(1) Three new express locomotives.
(ii) Ten or twelve new coaches
(111) 40,000 to 80,000 new sleepers.
With regard to item (i), an Agreement has already been
entered into between the Hong Kong Government and the Provincial
Government of Kwangtung, for the purchase of these new locomotives
by the Hong Kong Government at an approximate cost of $330,000.to
be eventually recovered by the Hong Kong Government when the 10-
comotives will be handed over to the Provincial Government of
Kangtung. In the meantime they will remain the property of the Hong Kong Government and be used in hauling the through express trains over both Sections of the Railway on the terms of the
Agreement.
