In 1923 the British Section com-
municated to the Chinese Section the account
of its claim under this head. The Chinese
Section replied that, as clause (f) of
Article 7 of the Working Agreement provided for compensation for suspension of through trains to be paid by the Government requesting
the suspension, and as the suspension of the
through trains in the present instance was
due to the action of the Provincial Govern-
ment, the Section, which could not possibly
be considered as representing the Provincial
Government, would not admit the liability.
There the matter appears to have
rested. The financial position of the
Chinese Section was so consistently desperate
that no formal claim in respect of suspension
of traffic was presented up till September,
1929, when in making a payment due to the
Chinese Section the British Section withheld
$11,438.16, representing the claim in respect
