as showing the difficulties the Kanaging Director has to

12. Although the Managing Director talks about receiving
sleepers in November next, there is no definite news of
orders having actually been placed. In these circumstances
I have the honour to suggest that you may see your way
bringing pressure to bear upon the kinistry of Communications
so that the rehabilitation of the treak of the Canton
Kowloon Railway may be dealt with urgently, and the further
depreciation of an important sino-British undertaking
avoided.
