My Lord,

I have the honour to ask for Your Lordship's

ruling generally on the subject of emoluments payable to a Cadet Officer acting as Private Secretary to the Governor, and particularly regarding the allowance paid to Mr. J. Barrow, of the Cadet Service, while acting recently in that

post.

Mr. Harcourt in his despatch No.36 of 12th

February, 1915, laid it down that in such cases the amount

of extra salary should depend on the amount of overtime

worked, and in any case should not be less than one-half of

the salary of the Private Secretary. In accordance with

this ruling, there have been many instances since that date

of half salary, and occasionally full salary, of Private

Secretary being granted in addition to the full Cadet salary.

On 16th November, 1929, on the departure on

short leave of his Private Secretary, Captain A. J. L. Whyte,

Sir Cecil Clementi appointed Mr. Barrow to act in his place.

Captain Whyte did not return to duty on the expiration of

his leave, and as by this time Sir Cecil Clementi had been

transferred to the Straits Settlements, Mr. Barrow continued

to act as Private Secretary during Mr. Southorn's
