I have the honour to address Your Lordship in
connection with a local development company known as the "Kowloon Tong and New Territories Development Company
Limited". I find to my regret that no previous report
of the Company's activities has been sent to your predecessors although the Kowloon Tong development scheme
has been a matter of public interest for years past, and
large sums have been voted annually in the Estimates in
connection with the levelling of roads and drainage etc.,
involved therein.
The history of the scheme is set out in the
enclosed report of a Committee, appointed by my predecessor
to advise this Government as to the most expedient course to
be pursued.
As will be seen from this report, the scheme has
been subject to many vicissitudes, but has, in the main,
achieved its laudable object of providing houses in the only "Garden City" development area in the Colony.
