The cost of this

loopline was estimated in 1924 to be about 500,000. The resumptions of land, in connection with it, have for the most part already been made, and I have repeatedly pressed His Majesty's Tovernment to make an allocation from the Boxer Indemnity funds now in their hands, in order that, whenever opportunity offers, funds for the construction of the line may be immediately available. I first made this suggestion in the 9th paragraph of my secret despatch dated the 20th May, 1926, and in my letter to Lord Willingdon, dated the 17th May, 1926, of which I sent r. Amery a copy. I have since repeated it on several occasions, the last being in the 9th paragraph of my secret despatch, dated 9th May, 1929.

7. The completion of the Canton-Hankow railway is also a matter of immense importance to the future of Hong Kong, and we should be very glad indeed if this important project could be completed by means of British funds lent to China and under the supervision of British engineers. In this connection, I refer Your Lordship to my telegram dated the 11th June, 1929.

I have not yet received from Your Lordship the despatch on this subject promised in your answering telegram, dated the 12th July, 1929.

8. Finally, as regards the proposed development of the port of Whampoa near Canton for the use of shallow draught steamers, I would remind Your Lordship that, at the time when this Colony was boycotted by Canton, the proposal was made that, as an act of goodwill, this Government should lend to the Canton Government funds for the development of the port of
