With reference to your letter No. 62921/29 of
November 1st, I am directed by Mr. Secretary Henderson to
draw your attention to the draft telegram addressed to
His Majesty's Minister at Peking, which was submitted to
Lord Passfield for his concurrence in Foreign Office letter
of October 30. No. F 5244/57/10 This telegram represents the present line of approach to the Boxer Indemnity question now under
consideration in this department, and it supersedes the draft instructions in Foreign Office letter F 3633/57/10
of the 2nd August, which were not concurred in by the
Board of Trade and therefore were never sent to Sir
M. Lampson.
2. For a similar reason the draft enclosed in Foreign
Office confidential letter F 2426/57/10 of the 4th July
was also never sent to Peking. The views regarding the
China Consortium contained in that draft are now under
reconsideration and the draft should therefore be regarded
as cancelled and unsuitable for transmission to the
Governor of Hong Kong.
3. Mr. J. K. Choy is now in London and has placed himself
in touch with the Foreign Office. He has raised the question
of the Indemnity and has mentioned the various projects
