My Lord,

In reply to Your Lordship's telegram of

the 2nd October, I have the honour to inform you that

the reference in the China Mail of the 10th August

is to a number of arrests made by the Hong Kong

police as a result of information supplied by a

Chinese woman who had obtained it in the course of her

attempts to trace the whereabouts of her kidnapped son.

2. The woman adopted the plan of posing

sometimes as a trafficker in children sometimes as a

childless woman wishing to adopt a son. She first

got in touch with agents of traffickers, travelling

traders and others, and through their introduction

was able to visit a number of addresses used as

depots at which children were offered for sale.

In some instances children were actually kept at these depôts; in others the person in charge arranged

to have them brought there for inspection. She

worked in close co-operation with the Hong Kong

police and the District Watch Force and has up to the

present been instrumental in effecting the arrest of

47 persons, of whom 17 have already been deported

after due enquiry. A number of cases are still

pending
