2th May, 1920.

Dear

burningham

I promised at the Oversea

Defence Committee Meeting the other

day that I would look into the

question of why the Admiralty had not

been consulted before we aisallowed the

provision for the R.N.V.R. Force in

CAPTAIN J. CUNNINGHAM, M.V.O., R.N.

Hong Kong.

I find that the proposals

on this point came up with the general

estimates of the Colony, and I fear

that in dealing with these in general

the question of consulting the

particular

Admiralty on this/point was overlooked.

I quite agree, however, that the

Admiralty certainly should have been

consulted on such a point, and I am

very sorry that we failed to do so in

this case.
