The motion for the
second reading was carried without a division and the
Council then went into Committee to consider the Bill in
detail.

The Senior Unofficial Member (The Honourable
Sir H. E. Pollock, K.C.) seconded by the Honourable Mr.
W. E. L. Shenton, moved that the vote for the Harbour
Department $996,342, be reduced by the sum of $70,000 representing items Nos. 23 and 28, one new motor-launch for
the Government Marine Surveyors' Department and one new
launch for the carriage of stores and relief. Upon my undertaking that no expenditure should be incurred upon these particular items without prior reference to the newly
formed Harbour Board and subsequent consideration of the
views of the Harbour Board in the Finance Committee of the
Legislative Council, the unofficial members withdrew their
opposition to the items in question.

The provision for the Prison Department gave
rise to some discussion. The unofficial members unanimously
opposed the proposal to provide a new printing shop at the Victoria Gaol at a cost of $100,000 of which $15,000 would
have been spent this year from Head 31 Sub-head 17 of the
current estimates and $85,000 next year from Head 31 Sub-
head 4 of the 1930 Estimates. They also opposed the
provision for setting up a separate Gaol printing office
staff in so far as it necessitated the creation of new posts
