It should be pointed out that the public finances of the Colony have been very seriously affected in recent years by the prolonged period of trade disturbance in the neighbouring provinces of China.

In view of violent fluctuations in the dollar exchange it is not possible to give sterling equivalents for the sums mentioned in this memorandum. It may, however, be taken that the average value of the dollar in the last 2 or 3 years is approximately 2/- and that the sterling equivalent would be on this basis one-tenth of the dollar figures.
