on reconsideration of case of Messer I have decided
in view of his appeal and the strong recommendation
contained in your despatch to allow him to return to
duty in Hong Kong until the end of 1930.only. -
I propose now to select an officer with good
Treasury or Audit experience who if found fit would ?
succeed Messer on his retirement.- I suggest he should
have title and functions of Deputy Treasurer, and have
fixed salary of £1200. Do you agree -
