Education. Caister Grammar School, 1890-1896; Nottingham High School 1896-1898; King's College, London, 1899-1901.

Civil Ehmoloyment. Second Division Clerk, Colonial Office, 1901, transferred to Board of Trade, on return from South African War, 1902.

Military Service. Seconded for service withthe Imperial Yeomanry in South Africa, February - December, 1901.

Appointed Clerk, Public Works Department, Nyasaland, 1906; Assistant Treasurer, Uganda, 1909; seconded for service in German East Africa as Assistant Treasurer, 1917; Treasurer and Collector of Customs, Seychelles, 1919; Deputy Treasurer, Uganda, 1923; Senior Assistant Treasurer, Sierra Leone, 1925.

Gor. Slater:- "Mr. Taylor makes a very capable Acting Treasurer, his advice being characterised by a robust independence. For this reason perhaps he is not (I am informed) very popular. Personally I consider him a distinct asset and he is at the present moment doing excellent work as Member of the temporary Municipal Board. "
