Dear Lord Passfield,
I have had some inquiries from members of the Hong-Kong Poliee
as to whether it is not possible for a Police Federation to be set
up there, in a similar way to what has been in existence in the
Police Forces of England, Scotland, Ireland and Wales for the last

officers, who has had experience of how the Federation worked in this
country, thinks it would be an excellent thing in Hong-Kong. Of
course I appreciate that consideration of a question like this
