The Library have no spare copy of the Police Act 1919 which constitute the Police Federation in this country. I understand however that this Federation includes all Police Officers below the rank of Superintendent and is intended to supply the men with the means of making representations to the authorities and generally of safeguarding their interests. It would probably

all melasing Federation in H.K. not be possible to establish as the rank and file are Indians and Chinese. In addition to the higher officers, Superintendents etc, who are recruited through the Private Secretary (Appoint- ments), there are a large number of European officers recruited through the Crown Agents. Altogether, there are about 250 European officers 700 Indians and 900 Chinese. I imagine if any Federation were established, it would have to be confined to European officers. We had better first get from the Home Office some account of the Police Federation in this country and their observations generally.
