With reference to Mr. Amery's telegram of the
11th of December, 1928, on the subject of a Malarial Research
Officer, I have the honour to state for Your Lordship's
consideration that Dr. Wellington, the new Director of
Medical and Sanitary Services, has recommended to me that
Dr. R. B. Jackson, Health Officer, Malayan Medical Service,
should be transferred permanently to the service of this
Government as a specialist in anti-malarial work, and that
Mr. Dep, Sanitary Inspector, Health Branch, Medical
X Department, Federated Malay States, should be similarly
transferred, if possible permanently, as his assistant.

The Director of Medical and Sanitary Services
since his arrival in the Colony has given careful considerat-
ion to local problems in connection with the prevention of
malaria and has concluded that the Colony's chief need in
this respect is for officers with special knowledge of mosquitology and practical anti-malaria methods. He
considers that the above-mentioned officers, having long
experience of this special branch of Public Health work,
would be suitable, and he has reason to believe that they
would agree to be transferred.
