I am directed by Lord Passfield to

transmit to you, to be laid before

1. the Army Council

2. the Lords Commissioners of the Admiralty

3. Mr Secretary Henderson

the accompanying copy of an extract from a despatch

from the Governor of Hong Kong, in which he suggests

the desirability of holding periodical conferences

of the four British authorities in the Far East,

namely, His Majesty's Minister at Peking, the Naval Commander-in-Chief, the General Officer Commanding,

China, and the Governor of Hong Kong.

2. Lord Passfield supports Sir Cecil Clementi's

recommendation since he feels that such periodical

conferences might serve the very useful purpose of

promoting co-operation and exchanging information

and he would be glad if the army Council
