Sir Henry Gollan, the Chief Justice of
Hong Kong, tells me that he proposes to retire on pension in March next. He has filled his high office with great
distinction; and it is for the sake of the Colony very
important that the vacancy, when it occurs, should be
offered to a man who will command the confidence of the
whole community as completely as does Sir Henry Gollan. I, therefore, recommend very strongly that, when the time
comes, the Chief Justiceship of Hong Kong should be
offered to Sir Joseph Kemp, K.C., C.B.E., who has been
Attorney General of this Colony since November, 1915.
this connection I refer you to my confidential despatch
of the 20th April, 1926. Sir Joseph's knowledge of the laws of Hong Kong, his judicial temperament, his industry and ability, and the very distinguished services, which he has already rendered to this Colony, qualify him in an
eminent degree for promotion to be Chief Justice. confident that this appointment would be universally
welcomed in Hong Kong.

If you approve of this recommendation, the post of Attorney General of Hong Kong will in due course
fall vacant. It is most important under present circum-
stances that this post should be filled by a lawyer who
has wide knowledge both of this Colony and also of Chinese
Accordingly I recommend very strongly the
affairs.
