My Lord,
With reference to Mr. Southorn's secret
despatch, dated the 20th July, 1928, concerning
the Chinese Telegraph Office in Hong Kong, I have
the honour to transmit for your information a
copy of a despatch, which I have addressed to His
Majesty's Minister at Peking.

It is quite clear that the reason, which
has prompted
the Nanking Government to attempt to
make a change in the post of Superintendent of the
Chinese Telegraph Office in Hong Kong, is the fact
that Mr. Kong Siu-18t was appointed by Marshal Li
Chai-sum. The Kwangsi party having now been
driven out of Kwangtung province, the Nanking
Government aims at appointing a nominee of its
own; in fact, the Nanking Government seems to
regard this post as a piece of political spoil.
Such an attitude cannot be tolerated by the
Hong Kong Government; and, if such a policy were
