The Honourable Colonial Secretary, Hong Kong.
I beg to inform you that in April I received
a notification from the Ministry of Communications which
reads as follows:-
"Kong Siu Lui, Commissioner of the Chinese
Telegraph Office, in Hong Kong, having fulfilled his
duties unsatisfactorily should be dismissed, and WU MIN
should be appointed to take up the vacancy.
Besides
notifying others, it is necessary to order WU MIN to take
up the post without delay and report the date of his as-
sumption of office, the particulars of his taking over
charge and the details of his «perience".
I have seen the Secretary for Chinese Affairs
personally and informed him of the above.
Later a despatch was received by press mail
instead of by wire from the Mini-stry of Communications
urging me to take over charge of the Telegraph Office
and report,
On receipt of this, it is inspedient for me
to delay any further in neglect of the order of the
Ministry, and therefore I have had an interview with
Kong Siu Lul, the former Commissioner of the Telegraph
office and having made proper arrangements with him,
I have decided to take over the Telegraph Administration
on Tuesday the 14th instant. When I have taken over
charge, further reprt will be sent to you. I find it
necessary to inform you of the date fixed for me to take
up the post, and I hope that you will communicate it to
the Government,
