office arrangements, I fanay there has been a certain a-

mount of genuine misunderstanding i that is to my, I

think that Dr. Jang was probably under the impression that

in notifying the name of the appointes of the Ministry

(please see my telegram Number 53 of August 6th) he had

done all that was required and as he received no definite

intimation that Lu Chih-yuan was unacceptable he probably

allowed the authorities concerned to understand that the

necessary formalities had been complied withe You will

recall that Aveling reported in his despatch Number 46

of August 12th that Dr. Sang expressed his sincere regre ta

and apologies to you at the way the matter had been hand-

led, owing, he alleged, to faulty departmental liaison an

his side, and that he undertook to do the proper thing in

the future. I loow that Aveling, who has eines besa up

here, was under the impression that the matter had been

adjusted so far as I was concerned.

Anyway, we now want to get on with the business, but before instructing Aveling to return to the charge, I had better be quite certain of your attitude and what your requirements are (1) in general for the future and (2) in the specific case of im. If, therefore, you will let me

know/
